Something looks strange : I've done tests on Sep 2015 (look at page 4 on current thread), and F405 was giving 130 MIPS.
Did you overclocked your F407 ?

There is no need for any bootloader since F4xx has DFU built-in in the ROM bootloader.

Why copies are not done in F4 folder ? Simply because more than 2 years ago, we had discussion about the possibilities of merging folders, but it never happen. The new repository is owned by Roger, but it is used by STM employees, so the authors are working at STM. About I2C code, I personally using...

Yes, the Wiki is related to Roger's repository, not the newest one.
But there is no I2C and no support for the peripherals.

Using Roger's repository, you can simply copy the Wire library from STM32F1 into STM32F4, or even create a symbolic link.
It is what I'm using since almost 2 years.
