If you are talking about the LQFP48 stm32f103 chips, they don't even have a VREF+ pin. Nor do the LQFP64 chips.

The stm32flash loader relies on python, correct? Which version of python are yoy using? Afaik the flash loader is compatible with v2.6 but not with v3
I had a similar issue running the loader with python v3

That depends on your OS, on linux and OSX it is a compiled c program.

Try running the updater.ino sketch on your blue pill :-) If that is intended to run on the maple mini, it won't work. But it shouldn't fry it. The maple mini has a transistor that is configured to provide a switch for the 1k5 pull up resistor on on the PA12 USB+ signal. The bluepill lacks that feat...

I've never had a case where the ROM based UART bootloader didn't work. You just set BOOT0 high and BOOT1 low and press reset. The device should be sitting there waiting to talk to stm32flash on USART1

Are you sure you have the TX/RX pins wired properly?

That is true if you use old Arduino IDE. Latest IDE will close a serial port automatically when you push the upload button and re-open the serial port again after uploading. I'm running 1.8.3 Arduino built from source. I don't think you can get any newer than that. It doesn't close the serial monit...

When you get this error of "dfu-util: No DFU capable USB device available", you should check the red LED on the BP to see if the maple_upload reset the board successfully with the Arduino_STM32/tools/macosx/upload-reset utility. FWIW: my bluepill has a blue user led (PC13) and a red power...
