According to the reference manual (see RM0008 page 318 text above figure 84), setting the compare value (pwmWrite()) to a higher value than the reload/update value will keep the output pin high. So yes, if you setOverflow() to 65534 and pwmWrite() to 65535, this should match your requirement. P.S. ...

So setting the serOverflow, to 65534 will keep the PIN high with no dip at the top duty cycle?

Good news bad news........ Good news, got the chip talking by having the pullups hacked into a scratched off bit of trace near the chip... Bad news. I have no choice but to do a PCB respin now.... They scope the same. But because its such a small amount and theyre not red, thats why they dont light up. Deffo 5B, but i wrote a sketch to check each address one after the other, and say if theres no response.
I also checked my old build version, and i used a 10k pullup on that address too...

I just hacked on some 10k pullups on the i2c pins, on the mcu side of the circuit as i could solder to them.....
And still not working :/
And while my scope doesnt have logic analysing... Its not really picking up much of anything, there might be a single drop pulse but no data going across
