A very frustrating night

I have a bunch of STM32 boards and I just got some new ones after not playing with them for several years.
I can't get anything to program. DFU, mass storage, stlink.... nothing works for me
STlink on the nucleos I tried connect fine and look like they programmed but never ran a blink sketch. Later they don't respond
Black pills with a 2.0 stlink no luck
I just tried my f3 discovery board, the one with the led ring. If found but no target is found? how is that possible.
I got the mass storage to show up but blink is too big to copy over the bin. It says it need 4k more room.

03:12:38 : STM32CubeProgrammer API v2.8.0
03:12:38 : ST-LINK error (DEV_CONNECT_ERR)
03:12:56 : ST-LINK SN : 0673FF383930434B43161223
03:12:56 : ST-LINK FW : V2J38M27
03:12:56 : Board : STM32F3DISCOVERY
03:12:56 : Voltage : 2.93V
03:12:57 : Error: No STM32 target found!

Teensy and ESP32 TTGO T-display are working fine, just nothing STM32. I did install the Jason file in board manager and select the correct options for the current board I am trying.

Any ideas?

After a weekend of nothing working at all I decided to start again. The black pill with '411 and stlink v2 were still plugged in. I hit compile and upload again and it just worked..... I have no idea what changed but heck I will take it. Serial over the USB port works well too.

I have similar experience with my boards. The issue may suddenly come and go. I always suspect if that is related to the my 3rd party ST-Link devices. Moreover the connection failure rate associated with Cubeprogrammer is much higher than ST-Link utility.

If I was in a hurry, I would press reset button, connect to ST-Link Utility and erase all. This always worked for me. I then returned to Arduino IDE and used Cubeprogrammer for further flashing.
