I bought a Waveshare XNUCLEO-F103RB experiment board.
I ask whether anyone used it yet?
I had difficulty uploading the code on it because it only supports USART2 (PA2, PA3), USART3 (PC10, PC11) which does not support USART1 (PA9, PA10).
I can only upload code on it through the wires connected to USART1!
Is there a way to process code passed through USART2, USART3 without using strings?

You sure?!
As I can see it provides Serial1 (PA9 and PA10) on both the Arduino and the Morpho connectors:

Else you can use STLink..

I know I can upload my code via USART1 but need to wire.
How can I upload my code via USART2, USART3 where there are jumper (J4)?

If you want to upload via standard ST USART bootloader then you can only upload via USART1, USARTx (x<>1) are not supported on F1 devices.
Else you have to choose some other approach..
