STM32F103C8 not found : STLINK : default boot0

Hello Everyone,
I'm having a problem with detecting my black pill in the stm32cube programmer and also on the stm32 stlink utility. When I put the boot 0 jumper pin on high on the board, the board is then detected but when I move it to the normal way (Return "Boot0" jumper to "0" position) the board is not detected. Is there anyone who faced the same problem?
