Can't find stm32 in boards manager

I'm using arduino ide 1.8.19 on windows 10 and i have added the following url in the additional boards manager URL's
https://github.com/stm32duino/BoardMana ... index.json
What am i doing wrong? because i installed the stm32 core in the same way on another pc and this pc installs esp32 core just fine without any problems

Proxy issue ? Do you have an error?

i do have an error. whenever i open arduino ide it says
"Error downloading
https://github.com/stm32duino/BoardMana ... index.json"

So it is an network issue. Proxy or other.

If you are behind a proxy you have to configure it in Arduino ide preferences

i'm don't even know if i am behind a proxy or not, its just a new pc with everything on default settings
