Welcome Dallasta:

I think you will find this thread enlightening: http://www.stm32duino.com/viewtopic.php?t=950

While searching Google for the above (this forum is fully indexed by Google) I found a number of hits on the topic.

Of course, the Arduino Core is hosted by Roger here: https://github.com/rogerclarkmelbourne/Arduino_STM32
We have a WiKi here: https://github.com/rogerclarkmelbourne/Arduino_STM32/wiki
And the beginnings (sparse) of an FAQ: http://stm32duino.com/viewtopic.php?f=2&t=873

good luck,

ray

yes - using a ST-Link program like ST's STM32 ST-Link Utility, or an IDE supporting ST-Link such as Visual GDB or the free versions of IAR, Keil, or Atollic's free version (maybe), and others.

Better, ST's free Eclipse + GCC package integrated by AC6, a non-profit. I assume but don't know that it suppots ST-Link.
