HELP. How to set up Arduinio IDE with STM32 support

I am new to this forum and also new to STM32 on Arduino. I have very limited knowledge of microprocessors and programming.
I am attempting to build a GPSDO controlled by an STM32 F401CC Black Pill micro. The project is on the EEVblog Forum.
I am looking for references or step-by-step instructions on how to get the IDE to reliably program the STM32 on a Win10 PC.
Working with web instructions I was able to get the STM32 LED to blink but since then everything seems to have gone downhill.
This may be related to me trying to update the STM32 boards info on the IDE.
I cannot take the next step with the GPSDO project until I can reliably interface the STM32 to Arduino IDE.
